All indications are that the new game will be developed in a new Epic engine
Just today (Thursday, 5) a Reddit user identified by cat__statue has been identified as one of Avowed a developers on a Linkedin profile Job Description Which suggests that he is working on the game Unreal Engine 5. The engine used for the game has not yet been officially confirmed.But given Obsidian’s partnership with Epic Games, it is quite likely that the RPG will actually be made in UE5.

I think Aaron Dubois clearly explains what he is working on for Avowed in Unreal Engine 5. If you still have doubts about this, just remember that Obsidian is partnering with Epic to develop projects In a graphics engine this does not necessarily mean that all developer games will be in UE5, but it is a strong indication.
As such, we can expect Abowed’s absolutely stunning visuals in the future. We’ve seen a lot of things done in Unreal Engine 5 over the last few months, including the general launch of the graphics engine that happened exactly one month ago.
In October last year, Windows Central shared inside information that Avowed would be almost playable and is already included in Alpha. Since then, of course, there has been some progress in the game and many are speculating that we will see more of the game as a gameplay trailer or release date at the end of this June at the XBOX & Bethesda Showcase event, June 12th.
Another great RPG that Obsidian recently announced is a sequel to The Outer Worlds. In the case of this game, we will have to wait a long time to get the news, but it is already possible to doubt that it can be developed in Unreal Engine 5 as well. That’s not a guarantee, though It is quite likely that the new graphics engine will become a central part of Obsidian’s main projects.
